Cut the bread in tiny pieces and pour some milk, just enough to moisten in throughout. Let it soak, then squeeze out excess milk and mash till very fine. Drain the mackerel and mix in, then grate the outsides of both zucchini into the mix. Basically, you are after the green parts, not the white soft, more watery part of the zucchini. Grate the peeled onion into the mix, and stir well. Season, add the finely chopped herbs and add the egg. Mix well. If the mix if too soft, add some breadcrumbs, if too compact, some milk. Scoop out the mix and form into individual patties. Roll into semolina and set aside. The fish cakes can be either fried till golden, or drizzled with oil and baked in a hot oven till golden.
